On another site where I write, there is a continuing debate on whether or not pooper scooper laws are fair. My feeling is that if you are going to get a dog, then you need to expect that a dog will have to "dog his business" and that it is important to scoop it up, especially in public places. Here is the full article I wrote, and you can also click through and see the other sides of the debate if you're interested.

As much as I dislike unnecessary laws, there are so many irresponsible pet owners today that threatening them with fines is unfortunately the only way to get through to them.
I agree. If we could trust people to do the common sense, appropriate thing on their own, that'd be one thing.
But people are unfailingly reliable in their ability to fail.
I hate stepping in dog crap when I'm walking!
It's too bad people can't be responsible enough to clean up after their dog's mess.
It's a serious problem because dog poo can carry diseases that will be spread around by stepping in it.
It's especially a problem here in Canada because of snow. People think that it will magically disappear in the snow.
It does until the snow thaws and then we are left with a bunch of poo on the floor.
Arrrggghhh
